Volunteer Liability and Image Release Waiver

I, the above listed Volunteer, desire to work as a Volunteer for the Parkdale Community Association and engage in the activities related to being a Volunteer.  


I hereby release and hold harmless the association and its employees, members, directors and agents, successors and assigns (the “PCA”) from any and all liability, claims, and demands of whatever kind or nature, either in law or in equity, which arise or may hereafter arise from my Volunteer work with the PCA.


I understand that this Waiver discharges the PCA from any liability or claim that I, the Volunteer, may have against the PCA with respect to bodily injury, personal injury, illness, death, or property damage that may result from my participation in the Community Association’s work, programs and facilities. I also fully understand that the PCA does not assume any responsibility for or obligation to provide financial assistance or other assistance, including but not limited to medical, health or disability insurance, in the event of injury, illness, death or property damage.


I, the Volunteer, understand that I expressly waive any such claim for compensation or liability on the part of the PCA beyond what may be offered freely by the PCA in the event of such injury or medical expense.


I hereby release the PCA from any claim whatsoever which arises or may arise in the future on account of any first aid treatment or other medical services that are conducted in connection with an emergency during my activities with the PCA.


I grant unto the PCA all right, title, and interest in any and all photographic images and video or audio recordings that are made by or for the PCA during my work with the association, including, but not limited to, any royalties, proceeds, or other benefits that are derived from such photographs or recordings.

Rink Committee Terms of Reference

Committee Name: Parkdale Community Association Rink Committee 

Type: Standing (ongoing) Committee

Chairperson: Richard Marquardt, Rink Director

Responsible To: The Parkdale Community Association Board of Directors


Purpose: To provide a respectful, inclusive, and welcoming ‘Parkdale Rink & Hub’ which creates a safe and healthy environment for people to connect and have fun in our vibrant inner-city community.  To meet this objective, the committee will represent the interests of the Parkdale community residents regarding the ‘Parkdale Rink & Hub’.


Authority: The Rink Committee is accountable to the Parkdale Community Association (“PCA”) Board of Directors (“Board”).  The responsibilities are as follows:

  • Responsible to recommend annual operations, maintenance, and volunteer strategy for the Parkdale Rink & Hub to the PCA Board.  

  • Responsible to present an annual budget to the PCA Board and operate within the approved budget.

  • Responsible to recommend and set Rink Committee Member Expectations.  Includes PCA Facility Manager expectations for summer and winter Operations & Maintenance tactics.  Changes to these expectations must be approved by the PCA Board.

  • Responsible to host a monthly meeting with the Rink Committee Members to discuss and present opportunities to improve the Committee and the experience of visiting the Parkdale Accessible Outdoor Rink

  • Minutes or meeting notes of all meetings will be kept and reported to the PCA Board for monthly meetings to form the community record


Timeframes, Reporting and Deadlines: Rink Committee meets monthly to discuss Committee member commitments & schedules, communicate programs and schedules for the Rink, and addressing issues as they arise within the Rink Committee meetings and providing recommendations to the PCA Board.  


Quorum: For decision making purposes within the scope of the rink committee, quorum is comprised of a majority of committee members, with a minimum quorum being three voting members. Certain matters may require the approval of the Board and will be brought to the Board when appropriate by the Chair Board upon the approval of 2/3rds of Rink Committee members.


Membership: 

  • Interested parties that would like to join the Rink Committee will be interviewed by the Rink Committee Chair and Rink Committee Vice Chair and have sole discretion to decide whether to approve membership.


Composition: The composition of the Rink Committee is as follows:

  • Rink Committee Chair – Must be a PCA Board Member.  This person is responsible for setting the agenda, chairing meetings, maintaining an active list of Rink Committee members, and regularly liaising with PCA Board of Directors.  

  • Rink Committee Vice Chair – Must be a PCA Board Member.  Supports the Rink Committee Chair as needed.  This role ensures minutes are recorded and approved minutes filed with PCA office.

  • Rink Committee Members – All Rink Committee members are considered representatives of the Parkdale Community Association.  These committee members have been selected by the Rink Committee to represent the PCA to provide care, maintenance, and support for Rink activities.  Rink Committee Members must sign and agree to the volunteer Code of Conduct and Confidentiality Policy, Volunteer Liability and Image Release Waiver, and the Rink Committee Member Expectations. Rink Committee members are entrusted with keys to the PCA Hub, which are loaned by the PCA as long as the Rink Committee member fulfills their duties to the Rink Committee and abides by the Volunteer Code of Conduct.

  • PCA Facility Manager – A staff position that is a standing member of the committee.  PCA Facility Manager reports directly to the PCA Board and has full authority over any and all members of the Rink Committee for any matter that may arise.


Staff Support: The Rink Committee is supported through two staff positions.  

  1. The PCA Programs manager, who is responsible for all bookings, rentals, events, and other scheduled activities.  

  2. The PCA Facility Manager, as referenced above, is responsible for the day to day operations of the PCA Campus.  


Volunteers: Individuals who would like to help with the rink, but are not part of the Rink Committee, are important contributors to the success of the Parkdale Accessible Outdoor Rink.  

  • Volunteers do not have the same responsibilities as Rink Committee members.  They are not permitted to operate machinery, possess keys, or able to assume responsibility from Rink Committee Members.


PCA Facility Manager Responsibilities:  

  • Single point of contact for all operational, maintenance activities and requests.

  • Single point of contact for Big Hill Services (Zamboni rental), and Eco Pro (Propane rental and refilling)

  • Owner of the Rink Rules (Summer and Winter)

  • Owner of the Rink operation hours (Summer and Winter)

  • Responsible for closing/modifying Rink operation hours due to weather

  • Responsible for signing off volunteers as trained Zamboni drivers


Rink Committee Member Responsibilities:

  • Understand and agree to the Rink Committee Member Expectations 

  • Sign the Volunteer Code of Conduct and understand the consequences of not complying with the code of conduct

  • Sign the Volunteer Liability Release 

  • Respect the Rink Committee Member Volunteer Schedule.  Each volunteer is responsible for their night, and the monthly schedule is committed to and reconfirmed each month.

  • Rink Committee Members are here to help.  It is expected that other Rink Committee members respect each others night to close and utilize the Olympia ice resurfacer.  Even if you are available every night, it is expected you only close on nights you volunteer for.

  • Rink Committee Members are encouraged to be trained, and signed off, by the PCA Facility Manager on the Olympia Ice Resurfacer.  Becoming a trained Zamboni driver is not a requirement to be on the committee.


Communication with Board Through: The Chairman of the committee is the only person who reports to the board on the work of the committee.


Approval/ Review Date: Rink Committee Terms of Reference are approved annually by the Parkdale Board of Directors.  The appointing authority is the Parkdale Community Association Executive Committee.  

Rink Committee Member Expectations

Rink Committee Member’s Expectations: 


Keys to the Parkdale Hub

  • Only Rink Committee members are allowed to possess keys to the Parkdale Hub, the Garage, and the Change Room

  • Rink Committee members are an extension of the Parkdale Community Association and must sign the volunteer Code of Conduct and Confidentiality Policy and Volunteer Liability and Image Release Waiver.  

  • Keys must be returned at the end of the winter season, or immediately upon the member no longer being a member of the Rink Committee.


Parkdale Rink Hours

  • Winter hours are 9:00am-9:00pm each day

  • When opening, if you would like to open prior to 9am, that is acceptable and will be up to the Rink Committee member opening the rink that day

  • When closing, lights are off at 10:00pm.  Players must be off the ice at 9:00pm, giving our Rink Committee Members at least 30 minutes to perform closing duties


Lights

  • The main rink lights are on a timer and set by the PCA Facility Manager.  Please do not adjust the timer.  

  • Ensure lights in the garage and change room are OFF before leaving for the day


Unlock/Locking

  • Unlock both entrance and exit gates (black rod iron gates).  Put the locks in the garage on top of the work bench

  • When opening the garage, ensure to DISARM the alarm system.

  • When leaving the Parkdale Hub, ensure to RE-ARM the alarm system on the garage.

  • When opening the Change Room, ensure to DISARM the alarm system on the change room and manually unlock both change room doors

  • When leaving the Parkdale Hub for the evening, ensure to RE-ARM the alarm system in the garage AND change room, and manually lock both change room doors.  Check by pushing the open button and confirm the door does not open.  Place padlocks back on the black iron gates.


Parkdale Hub Equipment

  • When opening for the day, ensure shovels are put outside and accessible for public to use on the ice at their leisure 

  • When closing for the day, ensure shovels are put back inside 


Fire Pit

  • Fire pit wood is open for public use.

  • Wood is re-stocked upon request by the PCA Facility Manager

  • Lighters and matches are not for public use.  Anyone using the fire pit must do so at their own risk and bring their own lighter.

  • The firepit rules are as per the City of Calgary Fire Pit Rules

    • Fire pits must be at least two metres away from your property line, house, garage or fence.

    • Fire pits must not be under any trees, branches, plants or other materials that can catch fire.

    • All fires in your fire pit must be kept to a reasonable size; 1 metre high and wide. A mesh screen or ‘spark guard’ is required in order to reduce the spread of embers and sparks from wood-burning fire pits. The openings in the mesh screen must not be greater than 1.24 cm across.

    • Only burn clean, dry firewood. Do NOT burn:

      • Wood that is painted, treated or contains glue or resin

      • Wood from a different location, region or province

      • Wet or green/fresh cut wood

      • Yard waste (cut grass or leaves)

      • Garbage, Rubber or plastic, or Furniture

    • Always have a way to put out the fire close to your fire pit. Keep a watering hose or a bucket of water nearby.

  • All fires in your fire pit must be continually supervised. 

  • Always double check the firepit when opening/closing to ensure there are no embers present.


Skate Sharpener

  • Do not use the skate sharpener unless properly trained.  Recommend using “2” passes for youth skates, “3-4” passes for adult skates

  • Skate sharpener may be used only by Rink Committee members properly trained.


Music:

  • There is a SONOS app available by connecting to the local Wi-Fi. You are welcome to turn the music on and off, but please monitor the volume appropriately

  • SONOS radio has appropriate music for all ages.  Do not play music that is not suitable for all age groups


Olympia Ice Resurfacer:

  • Do not attempt to use unless trained & signed off by PCA Facility Manager or PCA Rink Director

  • Rink Committee members must be trained and signed off each and every season.

  • PCA Facility manager and PCA Rink Director are the only people who are allowed to train and sign off Rink Committee members to utilize the Olympia ice re-surfacer

  • When opening & closing, it is recommended (but not mandatory) that Rink Committee members perform a scrape & flood.  Running the Olympia is a 2 person job, so 2 volunteers must be present

  • Always double check both propane tanks are OFF after using the Olympia ice re-surfacer


Additional Cleaning Notes:

  • Ensure all hoses are drained, rolled up, and put away in correct location

  • Ensure locker rooms are tidied up, garbage and recycling emptied and washrooms presentable.  Washroom supplies for restocking can be found in the garage.

    • Weekdays, PCA Facility Manager performs these duties.

    • Weekends, Rink Committee members perform these duties if required

  • Ice melt can be applied to foot traffic areas only, black mats & ramps

  • Do not use ice melt on deck or in a path of the ice re-surfacer near the garage door

  • Always use gloves when using cleaning supplies & ice melt


Volunteers: 

  • Individuals who would like to help, but are not part of the Rink Committee, are important contributors to the success of the Parkdale Accessible Outdoor Rink.  

  • Volunteers do not have the same responsibilities as Rink Committee members.  They are not permitted to operate machinery, possess keys, or able to assume any kind of responsibility from Rink Committee Members.

Rink Volunteer Code of Conduct

In acknowledgement of the importance of a respectful environment for all members, the undesigned member covenants, acknowledging that adhering to such covenants is a condition of being a member, that the member will to the best of the member’s ability:


  1. respect the rights & dignity of themselves and others;


  1. demonstrate a high degree of individual integrity, honesty, and responsibility, recognizing that at all times their words and actions are an example to other members;  


  1. not use the Parkdale Community Association to promote the member’s individual beliefs, interests or practices;


  1. act with consideration and good judgment in all interpersonal relationships, both inside and outside the community;


  1. declare any potential conflict of interest any member may have with the business dealings of the association and will make public declaration of such conflict so that appropriate measures can be taken to address conflict of interest situations while performing the Association’s duties; 


  1. respect everyone’s right to privacy of information at all times, and will not use their position to gain access to information that would not otherwise be available to the public;


  1. acknowledge that bullying, physical, verbal, psychological, financial or cultural abuse, general harassment, sexual harassment, neglect or any other type of abuse, is unacceptable conduct by any member, at any time, and will report all such incidents to the appropriate authority;


  1. keep confidential any information that should not be divulged to the public, except information that has been approved for disclosure. Specifically, and without limiting the foregoing, will not disclose confidential personal information disclosed at meetings and in carrying out the business of the association, and will not access, use or disclose any photographs or live recordings captured by the Association’s security and monitoring devices for any purpose unrelated to the Association without written authorization;


  1. understand and respect the roles and responsibilities associated with each position on the Rink Committee and to this end, will agree that all public statements are to be made only by the PCA President, as spokesperson for the association, and as such, any requests for a “statement” by the community should come only from the President, and no other individual, unless otherwise directed in writing by the President.


  1. abide by the rule of “Parliamentary Law” where a gap may exist in the current by-laws, and or other rules governing the community association;


  1. not tolerate, condone or participate in discrimination against a Rink Committee member or non-member based on  race, religious beliefs, colour, gender, gender identity, gender expression, physical disability, mental disability, ancestry, age, place of origin, marital status, source of income, family status, or sexual orientation;


  1. uphold and protect the personal and professional reputation of other members of the Association and to this end, will not create, promote or participate in any communication which could be considered as gossip, rumor, hearsay, or accusations against another member;


  1. not create, promote or participate in personal attacks by one member of another member;


  1. when engaged in Parkdale Community Association business, inclusive of being part of the Rink Committee, act in a professional and objective manner and not use language that is considered inappropriate, offensive or confrontational;


  1. upon completion of their duties while serving the community, ensure that all information and property belonging to the community is returned in a timely manner, and with due regard to care.
